This is a program launched by the national government in 2002 to revitalize areas by leveraging natural, economic and social conditions. Seven special zones have been designated in Tokyo.

- Goal :
- To advance structural reform and revitalization of communities through implementation in designated zones of reforms of national regulations that obstruct the economic activities of private businesses and the efforts of local governments and NPOs.
- Program contents :
- Exceptional measures for specific regulations are implemented in each zone.
